These meetings were hosted by the Permanent International Secretariat of the Organization of the Black Sea Economic Cooperation (BSEC PERMIS) in Istanbul.

This meeting was preceded by the Meeting of the BSEC Committee of Senior Officials, held in Baku, on 12-13 December 2018.
