The 67th Meeting of the PABSEC Committee for Legal Affairs and International Cooperation, 17 March 2026, Bucharest
The 67th Meeting of the PABSEC Committee for Legal Affairs and International Cooperation was held in Bucharest on 17 March 2026 upon the invitation of the Senate of Romania. The Meeting was attended by the national delegations of Armenia, Azerbaijan, Bulgaria, Greece, North Macedonia, Romania, Serbia, Türkiye and Ukraine, as well as a representative of the BSEC Permanent International Secretariat, Black Sea University Network and members of the PABSEC International Secretariat. The Meeting was chaired by Mr. Mustafa Hamarat, Chairman of the Committee, member of the PABSEC Turkish delegation.
The opening ceremony was addressed by Senator Novak Levente, Quaestor of the Standing Bureau of the Senate of Romania, Mr. Calin-Gheorghe Maties, Head of the PABSEC Romanian Delegation, Mr. Mustafa Hamarat, Chairman of the PABSEC Committee for Legal Affairs and International Cooperation and Mr. Asaf Hajiyev, PABSEC Secretary General.
The Committee adopted the draft Report and Recommendation 209/2026 “Legal Dimensions of the Digital Governance and Innovation in the BSEC Region”, which will be submitted to the 67th Plenary Session of the General Assembly.
The Committee took note of the information on the activities of the BSEC Organization presented by Mr. Alexei Nistrean, Executive Manager of the BSEC Permanent International Secretariat.
It was decided that the next 68th Meeting of the Committee will discuss “Parliamentary Support for Innovation: Legislative approaches to Advancing Science and Technology in the BSEC Region” as the main issue. Ms. Blagica Lasovska, PABSEC Vice-President, Head of the Delegation of the Republic of North Macedonia, was appointed as a rapporteur on this issue.
