The 66th Meeting of the PABSEC Committee on Social and Humanitarian Policy, Tirana, Republic of Albania, 4 March 2026

The 66th Meeting of the PABSEC Committee on Social and Humanitarian Policy was held in Tirana (Republic of Albania) on 4 March 2026, upon the invitation of the Parliament of the Republic of Albania.

The Meeting was attended by the national delegations of Albania, Armenia, Azerbaijan, Bulgaria, Greece and Türkiye, as well as a representative of the BSEC Permanent International Secretariat, secretaries of national delegations and members of the PABSEC International Secretariat.

The Meeting was chaired by Mr. Musa Guliyev, Chairman of the Committee and member of the PABSEC Azerbaijani delegation.

At the opening ceremony, the participants were addressed by Ms. Klodiana Spahiu, Deputy Speaker of the Parliament of the Republic of Albania, Ms. Miriam Shyti, Deputy Minister of Foreign Affairs and European Integration of the Republic of Albania,  Mr. Musa Guliyev, Chairman of the PABSEC Committee on Social and Humanitarian Policy, and Mr. Asaf Hajiyev, PABSEC Secretary General.

The Committee adopted the draft Report and Recommendation 210/2026 “Cultural Diplomacy for Strengthening Relations and Cooperation in the Black Sea Region”, which will be submitted to the 67th Plenary Session of the General Assembly.

The Committee elected Mr. Basileos Giogiakas, member of the PABSEC Hellenic delegation, as Chairperson of the Committee, Ms. Sabina Salmanova (Azerbaijan) and Mr. Erjo Mile (Albania) as Vice-Chairpersons of the Committee.

The Committee took note of the information on the activities of the BSEC Organization presented by Ms. Sandra Vujinovic, Executive Manager of the BSEC Permanent International Secretariat.

The next, 67th Meeting of the Committee will be held in the Republic of Armenia in autumn 2026. It was proposed to discuss “Human Capital Retention in the Black Sea Region: Education, Health Workforce, and Digital Skills” as the main issue, and Mr. Nikolae-Adrian Bara, member of the Romanian delegation, was appointed as Rapporteur on the Report.
