Participation of the PABSEC Delegation in the Observation of Parliamentary Elections in the Republic of Moldova, Chisinau, 28 September 2025

The PABSEC Delegation, composed of Mr. Musa Guliyev, Chairman of the PABSEC Committee on Social and Humanitarian Policy, member of the PABSEC Azerbaijani Delegation and Mr. Petar Kanev, Head of the PABSEC Bulgarian Delegation took part in the observation mission of the parliamentary elections in the Republic of Moldova, in Chisinau, on 28 September 2025. The delegation was accompanied by Ms. Pavlina Lozanova, PABSEC Secretary of the Committee for Legal Affairs and International Cooperation.

On Election Day, the PABSEC monitoring delegation visited several polling stations across various districts of Chisinau. Based on its observations, the delegation noted that the elections were conducted in line with international standards for democratic elections. In its overall assessment, the delegation emphasized that the voting process was well organized, took place in a transparent and democratic atmosphere, and no serious violations were recorded. The delegation gave a positive evaluation of the level of organization of the electoral process in the Republic of Moldova.

At the close of polling, voter turnout stood at 52.2 %. The established electoral thresholds were set as follows: 5% for political parties, 7% for electoral blocs, and 2% for independent candidates.

According to the results published by the Central Election Commission of the Republic of Moldova, the majority of the votes were received by the “Party of Action and Solidarity” with 50.2%. It was followed by the “Patriotic Electoral Bloc” (24.18%), the “Alternativa Bloc” (7.96%), “Our Party” (6.20%), and the “Democracy at Home Party” (5.62%).
