Participation of Mr. Asaf Hajiyev, PABSEC Secretary General, in the Fifth International Parliamentary Conference of the OSCE PA Silk Road Group, Budva, 5-6 May 2025

On 5–6 May 2025, Mr. Asaf Hajiyev, PABSEC Secretary General participated in the Fifth International Parliamentary Conference of the OSCE Parliamentary Assembly (OSCE PA) Silk Road Group, entitled “Bridging Continents: Advancing Sustainable Tourism, Clean Energy, and Ecological Balance for a Resilient Future”, which took place in Budva, Montenegro. The conference was co-organized by the Parliament of Montenegro in cooperation with Ms. Jelena Nedović, Head of the Montenegrin Delegation to the OSCE PA, Mr. Jevto Eraković, Vice-Chair of the Silk Road Group and Mr. Azay Guliyev, Chair of the OSCE PA Silk Road Group.

The Opening Ceremony featured addresses by Mr. Andrija Mandić, President of the Parliament of Montenegro and Mr. Milojko Spajić, Prime Minister of Montenegro. It was noted that the Silk Road Support Group is successfully functioning as an important platform for dialogue and cooperation among participating countries in the sphere of trade, economy, and cultural exchange.

In his intervention, the PABSEC Secretary General addressed the topic of green energy, highlighting its growing significance for the socio-economic development of the Black Sea Region. He emphasized the vital role of the parliaments in advancing green energy, underlining the importance of developing appropriate legislation that supports green energy initiatives and contributes to building resilient and sustainable systems.

On the margins of the event, Mr. Hajiyev held a meeting with Mr. Andrija Mandić, President of the Parliament of Montenegro, who extended an invitation to the Secretary General to visit the Parliament of Montenegro for further discussions regarding potential membership in the PABSEC. The Secretary General also met with Mr. Roberto Montella, Secretary General of the OSCE Parliamentary Assembly, and Mr. Azay Guliyev, Chair of the OSCE PA Silk Road Group, to exchange views on opportunities for enhanced cooperation and collaboration on common areas of interest.

Parliamentary delegations from OSCE participating states, representatives of relevant international organisations, and experts in the fields of tourism, energy, and sustainable development took part in the event. The conference concluded its proceedings with the adoption of the Budva Declaration.
