Meetings of the Bureau and of the Standing Committee, 23 November 2025, Sofia

The meetings of the Bureau and of the Standing Committee were held on 23 November 2025 and were chaired by H.E. Ms. Raya Nazaryan, PABSEC President, President of the National Assembly of the Republic of Bulgaria.

The Seventy-First Meeting of the Bureau of the Assembly adopted the Minutes of the Seventieth Meeting of the Bureau, the Draft Agenda of the Sixty-Sixth Meeting of the Standing Committee, the Draft Agenda of the Sixty-Sixth Plenary Session, the Draft Programme of the Sixty-Sixth General Assembly, the Matters of Procedure of the Sixty-Sixth Session of the PABSEC General Assembly, the Progress Report of the Parliamentary Assembly, and the information on the participation of PABSEC representatives in international gatherings. The Bureau took note of the information on the execution of the Budget of the Assembly.

The Bureau approved the candidacy for the position of PABSEC Vice-President for the upcoming elections at the Plenary Session and took a decision regarding the election of the PABSEC Deputy Secretary General in charge of Administrative and Financial Matters.

The Bureau appointed Ms. Pavlina Lozanova, Secretary of the Committee for Legal Affairs and International Cooperation to the position of Advisor to the Secretary General – Press Secretary.

The Bureau decided to hold its next meeting in Tbilisi in June next year.

The Sixty-Sixth Meeting of the PABSEC Standing Committee approved the Minutes of the Sixty-Fifth Meeting, adopted the Draft Agenda of the Sixty-Sixth Plenary Session of the General Assembly, approved the Progress Report of the Parliamentary Assembly, as well as the proposals of the Committees on the issues to be considered in the first half of 2026, and the PABSEC Calendar for 2026.

The members of the Standing Committee took note of the information on the participation of PABSEC representatives in international gatherings from July 2025 to December 2025. The Standing Committee also took note of the information on the receipt of contributions to the 2025 budget.

The Standing Committee proposed that the Joint Statement of the Parliamentary Assembly of the Black Sea Economic Cooperation on the Situation in Gaza and Support for Humanitarian Assistance, presented by the PABSEC Turkish Delegation, be considered at the Plenary Session.

The Standing Committee decided to hold its next meeting in Tbilisi in June  2026.
