Participation of Mr. Daniel Dulca, PABSEC Deputy Secretary General, in the Spring Session of the Parliamentary Assembly of the Council of Europe (PACE), Strasbourg, 23-27 April 2018

On 23-27 April 2018, Mr. Daniel Dulca, the Deputy Secretary General of the PABSEC, participated in the Spring Session of the Parliamentary Assembly of the Council of Europe (PACE), in Strasbourg.

Mr. Nikola Dimitrov, Foreign Minister of “the former Yugoslav Republic of Macedonia” and Mr. Anders Samuelsen, Minister of Foreign Affairs of Denmark and Chairman of the Committee of Ministers, addressed the Assembly. Mr. Thorbjørn Jagland, the Secretary General of the Council of Europe, answered the questions from members of the Parliamentary Assembly, in a question and answer session.

During the Plenary Session, the Assembly discussed the following subjects: the state of emergency and the derogations from the European Convention on Human Rights, the fight against organized crime by confiscating illicit assets, the financing of the terrorist group Daech, the hybrid war and its challenges related to legal aspects and  issues of human rights. There was also a  joint debate regarding the protection of editorial integrity and the status of journalists. 

The role of the Council of Europe in Libya and a report on the humanitarian needs of the persons who were displaced inside their own countries, were also subjects of the Agenda, together with a report on the implementation of the Paris Agreement regarding the climate changes.

The PACE elected Ms. Ivana Jelic as judge to the European Court of Human Rights from the part of Montenegro, for a term of office of nine years.

Mr. Daniel DULCA had a meeting with Mr. Wojciech Sawicki, the Secretary General of the PACE and on this occasion they exchanged views concerning the latest developments in the activity of the two Assemblies.

The Deputy Secretary General of the PABSEC underlined the importance of strengthening the relations with the PACE, and, in this respect, the two sides discussed the possibility to sign a Memorandum of Understanding (MoU) between the PABSEC and the PACE, in the nearest future, taking into consideration that the PACE was granted the Observer status to the PABSEC, starting with June 1993.
