The PABSEC Delegation composed of Mr. Cemal Ozturk, PABSEC Vice-President, Head of the PABSEC Turkish Delegation, Mr. Asaf Hajiyev, PABSEC Secretary General, Mr. Ersin Aydin, Secretary of the PABSEC Turkish Delegation, and Mr. Ali Ustundag, Administrative Officer of the PABSEC International Secretariat, took part in the 54th Plenary Session of the IPA CIS, held at the Congress Centre of the International Tourist Centre “The Great Silk Road” in Samarkand, on 28 October 2022.

The event was attended by heads of IPA CIS parliamentary delegations, CIS parliamentarians, representatives of the CIS Executive Committee, partner international organizations, the diplomatic corps, and other honourable guests.

Ms. Valentina Matvienko, Chairperson of the IPA CIS Council, Chairperson of the Federation Council of the Federal Assembly of the Russian Federation, officially opened the IPA CIS Plenary Session. The parliamentary delegations were welcomed by Ms. Tanzila Narbayeva, Chairperson of the Senate of the Oli Majlis of the Republic of Uzbekistan, and by Mr. Nuriddin Ismoilov, Speaker of the Legislative Chamber of the Oli Majlis of the Republic of Uzbekistan. The participants were also addressed by the Chairmen of the Parliaments of the IPA CIS Member Countries.

In the second part of the Session were adopted 40 model legislative acts prepared by the IPA CIS permanent commissions regarding election procedures: “the Law on International Observation of Elections and Referenda”, Revised Recommendations for CIS International Observers on Elections and Referenda Monitoring, Recommendations on the Use of Technical Means of Automation in Elections and Referenda, Recommendations on Countering Foreign Interference in National Elections and Referenda.  In addition, Model laws on national security, economic development, state building, education, culture, information and other important areas, were considered.

The 54^th Plenary Session of the IPA CIS ended with a part, during which prizes, awards and diplomas were awarded.

On the sidelines of the Session, the PABSEC delegation had brief conversations with Ms. Sahiba Gafarova, Chairperson of the Milli Majlis of the Republic of Azerbaijan, Ms. Tanzila Narbayeva, Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan, and Mr. Mehmet Sureya Er, Secretary General of the Parliamentary Assembly of Turkic States (TURKPA), during which issues of further cooperation were discussed.
