SESSIONS
The Parliamentary Assembly of the Black Sea Economic Cooperation meets in ordinary session twice a year, usually in the last decade of June and in the first decade of December, by rotation in each member country.
 
The spring and autumn sessions are the main activity of the PABSEC. Each Plenary Session of the General Assembly provides a forum for vigorous discussion and debate as well as assessment of BSEC activities and votes on the adoption of reports and  recommendations, declarations and decisions by absolute majority of the votes cast. These documents are transmitted to the BSEC Meetings of the Ministers of Foreign Affairs, the national parliaments and governments of the member countries and international organizations. Traditionally, the President of the host country, the Speakers of the eleven National Parliaments and the Chairman-in-Office of the BSEC are invited to address the PABSEC General Assembly.
 
Previous biannual Sessions of the PABSEC took place in Istanbul (June 1993), Kyiv (December 1993), Bucharest (June 1994), Tirana (December 1994), Moscow (June 1995), Ankara (November 1995), Baku (June 1996), Tbilisi (December 1996), Athens (June 1997), Chisinau (December 1997), Bucharest (June 1998), St. Petersburg (December 1998), Ankara (June 1999), Kyiv (December 1999), Tirana (June 2000), Yerevan (November 2000), Baku (June 2001), Sofia (December 2001), Tbilisi (June 2002), Athens (November 2002), Chisinau (June 2003),Bucharest (December 2003), Saint Petersburg (June 2004), Antalya (November 2004), Kyiv (June 2005), Tirana (November 2005), Yerevan (June 2006), Baku (November 2006), Varna (June 2007), Tbilisi (December 2007), Athens (June 2008). Welcome to PABSEC

Established on 26th February 1993 as a parliamentary dimension of the Black Sea Economic Cooperation (BSEC), the PABSEC has proved to be an effective forum for inter-parliamentary dialogue in the Black Sea region. With a membership of 76 parliamentarians representing the national parliaments of the twelve BSEC Member States, the PABSEC facilitates the mobilization of efforts by the national parliaments aimed at promoting democratic values, the rule of law, pluralistic society and market economy.
The main objective of the PABSEC is to provide assistance to the national parliaments in enacting the laws that are necessary for the implementation of the projects elaborated within the framework of the Organisation of the BSEC and to establish the legislative foundation for successful multilateral economic, political and cultural cooperation in the region.
