The Thirty-Fifth Meeting of the PABSEC Legal and Political Affairs Committee took place in Durres on 21-22 April 2010. The members of the Committee discussed the draft Report and the draft Recommendation “Legal Framework for State Regulation of Civil Aviation in the BSEC Member-States”.  

The participants noted that civil aviation cannot be viewed as merely a system of moving people and goods. Civil aviation has an important economic impact on employment and income, foreign exchange, trade and exports, communication and technologies. Improvement of state regulation system in the civil aviation field and strengthening cooperation with other specialized international and regional organizations will further pave the way towards sharing experience, better use of international resources and their adaptation to the specific requirements. Therefore, the countries have to enhance partnership in civil aviation, which without any doubt will provide opportunities for consolidation of air transport industry within the region.

The Committee also took note of the information on the results of the Working Group on the PABSEC Rules of Procedure, which adopted the amendment by the Turkish Delegation to Article 28 – “International Secretariat” and took a decision to leave unchanged Article 17 “Languages of the Assembly” and follow the existing practice.  This decision of the Working Group will be considered at the additional meeting of the Committee which will take place in Belgrade on the eve of the Plenary Session of the General Assembly.   

The Committee took note of the information on further cooperation with the European Parliament and on the results of the Joint Meeting between the PABSEC Enlarged Bureau and the BSEC Committee of Senior Officials.
