The Thirty-Third Meeting of the Committee was held in Manisa on 29-30 April 2009. The members discussed Draft Report and Draft Recommendation on “Migration in the BSEC Member States: Legal Aspects”.
The PABSEC acknowledges the multifaceted and complex nature of migration trends in the Black Sea region. Migration, while offering opportunities as well as challenges, influences the social, economic, and political dynamics in the countries of destination, transit, or origin. Therefore, migration needs to be addressed in a comprehensive and balanced manner if the Black Sea area is to reap the benefits and reduce the risks related to migration. Solutions to migration problems can best be found through mutual and integrated action in the spirit of partnership, within the common goal to turn the Black Sea region into the area of peace, stability, and prosperity.
The Committee also had an exchange of views regarding certain changes to the PABSEC Rules of Procedure and stressed the expediency to set up a Working Group on the Rules of Procedure. The final decision on this issue will be taken by the Standing Committee in Bucharest on 11 June 2009. The Committee also took note of the results of the latest BSEC
meetings.
The Thirty-Fourth Meeting of the Committee will take place on 13-14 October 2009 in Kyiv. The main item on the Agenda will be “Rational Management of Natural Resources in the Black Sea Region: Enhancement of the Legislative Framework” and the Rapporteur on the subject will be Mr. Serhiy Podhorny, Vice-Chairman of the Committee (Ukraine).
