The Thirty-Eighth General Assembly, Tirana, 21 November 2011
The Meeting of the Bureau was held on 21 November 2011 at 12.00 with Mrs. Jozefina TOPALLI ÇOBA, PABSEC President, Speaker of the Parliament of the Republic of Albania, in the chair. A Statement of PABSEC National Delegations was handed over to the PABSEC President. Following the discussion on this subject, the Bureau decided to continue deliberations at the Standing Committee Meeting.
The Meeting of the Standing Committee was opened on 21 November 2011 at 16.00, presided over by Mrs. Jozefina TOPALLI ÇOBA, PABSEC President, Speaker of the Parliament of the Republic of Albania. The meeting was attended by all the PABSEC national delegations, except for the Republic of Serbia.
A Statement of PABSEC National Delegations signed by nine delegations was circulated during the meeting (attached). Following statements by the heads of national delegations and at their request, the Agenda of the Standing Committee was put to the vote. One country voted in favour, nine countries voted against, and one country abstained. Since the Standing Committee did not adopt neither its own Agenda, nor the Agenda of the General Assembly, the above-mentioned meetings could not be held in Tirana.
In cooperation with the PABSEC and the Parliament of Albania, “The Second Black Sea Trade and Investment Forum” was organized by the Confederation of Businessmen and Industrialists of Turkey (TUSKON) in Tirana on 21 November 2011, with the participation of the PABSEC members.

Welcome to PABSEC Established on 26th February 1993 as a parliamentary dimension of the Black Sea Economic Cooperation (BSEC), the PABSEC has proved to be an effective forum for inter-parliamentary dialogue in the Black Sea region. With a membership of 76 parliamentarians representing the national parliaments of the twelve BSEC Member States, the PABSEC facilitates the mobilization of efforts by the national parliaments aimed at promoting democratic values, the rule of law, pluralistic society and market economy.
The main objective of the PABSEC is to provide assistance to the national parliaments in enacting the laws that are necessary for the implementation of the projects elaborated within the framework of the Organisation of the BSEC and to establish the legislative foundation for successful multilateral economic, political and cultural cooperation in the region.
