The Assembly adopted a recommendation on the Role of Mass Media in Promoting Cooperation in the Black Sea Region (rec. 47/2000), which gave expression to its strong determination to pave the way for establishing a solid framework of cooperation at the level of public broadcasters from the BSEC member states.
Realizing that television is the most powerful and influential medium of mass communication and the most important source of information for the majority of the population of the Black Sea region, the PABSEC initiated the organization in May 2001 of the First Meeting of the Public Television Broadcasters from the BSEC Member States in Bucharest.
The Second Meeting of the PABSEC National Broadcasters from the BSEC Member-States, held in Chalkidiki, Greece, in May 2002 under the PABSEC auspices, has led to a substantial exchange of views on ways and modalities of fostering their cooperation taking up the subjects of the public broadcasters in the new stage of the BSEC, the content and the goal of the programme, international co-productions, training courses, exchanges of news programmes, cooperation in the field of radio, institutional framework of cooperation, participation in the EU programmes, common policy in international gatherings, and interaction on the international arena (rec. 64/2002).
The 3rd Conference of the Public Broadcasters was held in Varna, Bulgaria, on 4-6 September 2003, upon the invitation of the Bulgarian National Radio and Bulgarian National Television. The Varna Conference provided a good opportunity to make a fruitful exchange of views and experience among the participants and identifying pragmatic ways and means in order to promote common strategies and programs. The main items of the Agenda of the Conference were: statutory principles of the Black Sea Broadcasting Cooperation; main points in the development of cooperation in the field of Radio and Television; common activities with other regional and international organizations; contacting educational seminars and training programmes; perspectives of development and activities of the Public Broadcasters of the BSEC Member States.
The Fourth Conference of the Public Broadcasters of the Organization of the BSEC Member States was held in Odessa in September 2004, upon the invitation of the National Television Company of Ukraine. The main items of the Conference were: organizational aspects of the activities; analysis of the cooperation among the member states in the period between the two conferences; legal aspects of the cooperation in the framework of the Broadcasters Conference; future exchange of video materials and co-production of programmes by the member states; seminars and professional training. The Odessa Conference paved the way for the institutionalization of a specific framework of cooperation opening large perspectives for joint actions of the Public Broadcasters as a new component of the Black Sea cooperation.
